Typhoon “Noru” – known as Karding in the Philippines – intensified into a super typhoon at 00:00 UTC on September 25, 2022, prompting PAGASA to raise Signal number 5 for the first time ever since Typhoon “Goni” (Rolly) in 2020.

  • Noru made landfall in Burdeos, Polillo Islands, Quezon Province at 09:30 UTC on September 25 (17:30 LT).
  • The typhoon continues moving W and will pass over northern and southern Luzon today, including Metro Manila.

At 09:00 UTC on September 25, the center of Typhoon “Noru” (Karding) was located about 170 km (100 miles) east-northeast of Manila, Philippines.

Its maximum 10-minute sustained winds were 175 km/h (110 mph), with gusts up to 250 km/h (155 mph), while maximum 1-minute sustained winds were at 240 km/h (150 mph).

The minimum central barometric pressure was 940 hPa, and the system is moving west at 20 km/h (13 mph).

Noru is expected to traverse the landmass of Central Luzon and emerge over the West Philippine Sea via the coastal waters of Zambales or Pangasinan.

Frictional effects during landfall and traverse of the Luzon landmass will weaken the system throughout the evening through tomorrow early morning (LT), although it is highly likely that this tropical cyclone will remain a typhoon while crossing the landmass, according to PAGASA forecasters.1

Warm waters of the South China Sea will help fuel a secondary intensification to a peak of 185 km/h (115 mph) by 09:00 on September 27 as Noru approaches central Vietnam, where landfall is expected early September 28 (UTC).

After landfall, the rugged terrain of Vietnam, Cambodia, and Thailand will rapidly weaken the system to dissipation.

The local government of Manila has ordered preemptive evacuations in areas in the country’s capital vulnerable to the typhoon.2

The Bicol Office of Civil Defense (OCD) said four fishermen from Catanduanes, feared missing, were rescued in San Ramon village in Rapu-Rapu, Albay.
