Low pressure intensifies into Tropical Depression “Quinta” — threatening Bicol, Philippines

A Low-Pressure Area (LPA) over the Philippine Sea has developed into a tropical depression– locally named "Quinta"– at 06:00 UTC (14:00 LT) on Friday, October 23, 2020. It is forecast to reach a tropical storm strength on Sunday, October 22,  and make landfall over Bicol Region by Monday, October 26.

At 02:00 UTC (10:00 LT), PAGASA tracked the LPA 955 km (59 miles) east of Mindanao, prompting the public and disaster risk reduction and management offices to take appropriate measures.

Shortly after, the disturbance developed into a tropical depression and received the name Quinta. 

As of 08:00 UTC (16:00 LT), the center of Quinta was estimated at 880 km (547 miles) east of Surigao City, Surigao del Norte, slowly moving westward with maximum sustained winds of 45 km/h (28 mph) near the center and gusts of up to 55 km/h (34 mph).

At this time, the storm is "not affecting the weather over any portion of the country," said the weather bureau. "However, occasional gusts due to the northeasterly surface wind flow will be experienced over the Northern Luzon, especially in coastal and mountainous areas."

Gale warning is in effect over the northern and western seaboards of Luzon due to rough to very rough seas between, between 2.8 and 5.5 m (9.1 to 18 feet). Fisherfolks were advised to take precautionary measures when venturing out to the sea.

By Sunday, the storm is expected to reach tropical storm category and will make landfall over Bicol by Monday. 

Quinta is forecast to exit the Philippine Area of Responsibility by Wednesday afternoon, October 28.
